Thirty-seven years of educational experience are divided into five years of classroom teaching and thirty-two years of administrative experience.

1972-1976                                                       Pursued a Specialist Degree in School Administration from Drake University, Des Moines, Iowa.

 

1969-1972                                                       Received a Masters of Science (M.S.) Degree in School Administration from the University of South Dakota, Vermillion, South Dakota.

 

1963-1967                                                       Received a Bachelor of Arts (B.A.) Degree in Education from the University of South Dakota at Springfield, South Dakota. Physical education and history major.

 

 

HONORS & AWARDS

 

Received a Citation for Alumni Achievement from the University of Nebraska at Omaha (2004)

 

Selected as Iowa Superintendent of the Year (1999).

 

Selected as the Area 13 Superintendent of the Year (1998).     

 

Developed and supervised a staff development program that was recognized by the American Association of School Administrators (AASA), through the National Center for Improvement of Learning, as an exemplary program that serves as a model for the nation’s schools (1986).

 

 

SPECIAL ASSIGNMENTS

 

Served as a member of the Iowa Association of School Boards Advisory Council.  This group advises the Association in identifying the Board of Education’s role in moving forward with a school improvement agenda (2000 - 2003).

 

Served as a member of the Department of Education Advisory Committee, Iowa Partnership for School Leaders.  This group advises the Department of Education on policy changes needed in recruiting and retaining quality educational leadership in Iowa and developing the Wallace-Reader’s Digest State Action for Educational Leadership Grant (2001 - 2002).

 


 

Served as a member of the Governor’s 21st Century Workforce Council.  This group advised Governor Tom Vilsack on action plan to address Iowa’s present and future workforce issues and needs (1999-2001). 

 

Invited to participate in the Educational Discussion Group meetings to advise Governor-Elect Tom Vilsack and Lt. Governor-Elect Sally Pederson on educational policy  (1998 - 2001).

 

Served on the Public Finance Task Force, a Subcommittee of the Governor’s Blue Ribbon Committee on State Finance.  I was the only K-12 educator appointed to this Task Force (1991).

 

Served on the Preparation of School Leaders Subcommittee of the Commission for Enhancing Educational Leadership in K-12 Schools of Iowa (1990).

 

Served on the Iowa Department of Education Area Education Agency Structure of Services Study Steering Committee.  The result was an Area Education Agency restructuring recommendation being forwarded to the State Board of Education and to the legislature (1990).

 

Served on the Quality and Capacity Subcommittee of the Legislative Higher Education Task Force.  The task force was charged with making recommendations to the legislature concerning access, affordability, finance, governance, quality and capacity in regards to regents’ institutions (1989).

 

Served on the state selection panel for the First in the Nation in Education (FINE) Foundation Exemplary Elementary School Selection Program (1987).

 

 

PROFESSIONAL INVOLVEMENT HIGHLIGHTS

 

Served as a panel member for the selection of the Omaha World Herald Academic All-State Team for Western Iowa (May 2003).

 

Served as a member of the “A Penny For The Kids” Committee that led the successful passage (59%) of the One-Cent Local Option Sales Tax for School Infrastructure in Pottawattamie County (December 2001).

 

Led the renewal of the physical Plant and Equipment Levy, which provides $1.4 million annually for school building repairs.  The levy renewed with a 58% positive vote (2000).

 

Served as Chairperson of the Urban Education Network.  This is a political and program development network of the eight largest districts in Iowa that serve 28% of the students in Iowa.  The Network annually develops a legislative agenda as well as initiates and pilots innovative and future-focused programs (1992 & 1999).

 

Facilitated the process whereby nineteen Council Bluffs Schools and programs were recognized as exemplary through the First In The Nation In Education (FINE) Foundation Exemplary Schools Selection Program (1988-2001).

 


 

Led a 13.5 million dollar bond issue which passed with a 70% positive vote (1996).

 

Led the renewal of the Instructional Support Levy by an 80% positive vote.  This levy provides 1.2 million annually for essential district programs (1996).

 

Implemented an educational foundation that now raises $800,000 annually to provide before and after school as well as summer care programs in the District’s elementary buildings  (1992-Present).

 

Led the process whereby a comprehensive plan for the improvement of facilities, utilizing Physical Plant and Equipment Levy funds, was developed.  Phase I of this process resulted in a 7.2 million dollar renovation effort at four elementary school sites.  The projects created innovative, future-focused facilities designed to house the programs of the future (1991).

 

Served on the regional selection panel for the Des Moines Register Iowa Academic All-State Competition (1989).

 

Chaired the Council Bluffs Phase III committee that developed and implemented a career ladder with a strong performance component (1987).

 

Led the staff development efforts that were recognized by the Association of Supervision and Curriculum Development (ASCD) for their support to building-level staff and programs (1987).

 

Directed the School House Levy renewal, which received a 73.8% yes vote (1987).

 

Chaired the Council Bluffs School Efficiency Task Force.  The task force included community, business, local government, and school district representatives.  The result was multiple recommendations to the Board of Education that have since been implemented (1986).

 

Selected as the first central office administrator in Iowa to be trained as an assessor for the Iowa Principals Academy (1986).

Presented at the American Association of School Administrators Annual Conference.  The topic was “What are School Boards and Search Consultants Looking for in a New Superintendent.” (February 2004)

 

Presented at the Iowa Superintendents Finance and Leadership Consortium Conference.  The topic was “Alignment for Continuous Improvement.” (February 2004)

 

Presented at the Iowa Association of School Board Convention.  The topic was “Weathering Tough Economic Times: A Systematic Approach to Budget Reduction” (November 2003).

 

Delivered the Commencement Address at the Winter Graduation of Iowa Western Community College (December 2002).


 

Served as a presenter and panel member of the American Association of School Administrators National Convention.  The topic was “What School Boards and Consultants are Looking for in a Superintendent” (February 2002).

 

Presented at the Iowa Association of School Boards Convention.  The topic was “Connecting With Our Schools” (November 2001).

 

Presented to the State Board of Education on preparing, recruiting, and retaining school administrators (May 2001).

 

Invited to address a joint meeting of the Iowa House and Senate Education Committees on school accountability (January 2000).

Presented three one-day segments for University of Nebraska at Omaha Leadership Symposium, including “School Improvement Planning” and “Administrative Internships” (1998, 1992 & 1993).

 

Presented a talk titled “Administrative Internships – The Experience of One School District” to the University of Nebraska at Omaha Superintendent Luncheon (1998).

 

Presented a talk titled “School Finance in Iowa” to the Council Bluffs Businessmen Association Tax Force (1997).

Participated in fifty-one superintendent searches while working with the firm of Ray & Associates (1989 - Present).


 

 

Served as a screening committee member for the superintendent search for the Bettendorf (Iowa) Community School District  (5,500 students) and the Sioux City (Iowa) Community School District (13,500 students) while working with the Iowa School Board Association. (1993-1994).

 

Served as consultant to the President and Board Chairman of the Milton Hershey School, Hershey, Pennsylvania (1994).

 

Served as a community representative for the Iowa Western Community College president search (1994).

 

Worked with Ventures for Excellence, Inc., Lincoln, Nebraska as a structured interview trainer with seventeen school districts and intermediate service units.  Also assisted with five superintendent searches  (1992 through the present).

 

Chaired the selection committee for the position of Executive Director of the Urban Education Network (1993).
