Horace Mann League Summer Board Meeting Minutes
June 28-29, 2001, Portland, Oregon, Double Tree Inn, Jantzen Beach.

Meeting opened by Ben Canada, President.

Present: Ben Canada, Art Stellar, Larry Dlugosh, Ken Bird, Fred Hartmeister, Spike Jorgensen, Steve Rasmussen, John Simpson (Sat. only), Stuart Thompson, Walt Warfield, Colleen Wilcox, Pat Hoban (Sat. only), and Jack McKay

 1. Minutes of February 16, 2001 and February 17, 2001. Art Stellar with second by Steve Rasmussen.

2. Reviewed membership totals by states and totals by years.

3. Reviewed revenues and expenditures through June 24, 2001.

4. Discussed the Horace Mann Print.

4a. The print was entered into NSPRA competition and was presented with the "Award of Excellence".

4b. Encouraged to market the print as an award rather than giving a plaque.

4c. Goal of the HML is to have a Horace Mann Print in every public school in the nation.

4d. Walt Warfield will promote HM prints through the "State Executives".

4e. Suggestion that businesses and corporations be invited to sponsor the distribution of HM prints in local public schools.

4f. Suggestion that elected officials and agency leaders be presented with a HM print.

4g. Suggestion to contact newspapers about reprinting the HM print in "Back to School" issues.

4h. John Simpson reported that a HM print was presented to Dr. Rod Paige, U.S. Secretary of Education on June 12, 2001.

5. Second HM print to be placed on February agenda. Ken Bird will have a progress report for the February HML board meeting.

6. Horace Mann U.S. Postage Stamp. Pat Hoban encouraged Board Members to contact members of the "Citizens' Advisory Committee" for the U.S. Postal Service. Pat Hoban will provide names of "Advisory Committee" members. Suggestion that the HM print be sent to each of the "Advisory Committee" members.

7. Horace Mann League Newsletter. It was reported that recent newsletters are reformatted for the web. Past issues can be located on the HML Internet site.

8. Horace Mann Book publication: Larry Dlugosh report that the committee (Dlugosh, Rasmussen, Hartmeister, and McKay) will conduct a survey of "The Good Things Happening in Public Schools" in August/September. A list of the "Top Ten" great things will be outlined in September and October. A draft of the "book" will be written in December and January. The draft of the book will be presented at the February board meeting. Publication is scheduled for Summer of 2002.

10. Legal Issues. Fred Hartmeister reviewed recent court cases related to church-state issues. Fred was encouraged to continue the valuable service to the League. Court decisions and implications for school administrators were suggested to be included in future newsletters in a matrix format.

11. Affiliations with the corporate world. Walt Warfield will provide a set of guidelines for the HML to consider. Will be presented at the February meeting.

12. Dues Structure for the Horace Mann League. Approved to pilot a "lifetime" membership fee of $500. To be reviewed at the February board meeting. Approved on a pilot basis a "corporate membership" for $1000, renewable annually for $1000. Corporate membership would be a HM print and acknowledgment in HM publications. Bylaw implications will be reviewed at the February board meeting.

13. HML Friend of Education Award. The following were to be invited to the Annual meeting in February to received the award: Frosty Troy (Art Stellar is contact) and Melinda Gates (Steve Rasmussen is contact).

14. HML Outstanding Educator Award. Nominationed, 1st Linda Darling Hammond, 2nd Nolan Estes, 3rd Rick Rothstein.

15. Distinguished Services to the HML Award. George Brain and Jack Mawdsley. to be given at the February meeting. Need not be present.

16. Reviewed AASA conference presentation, "A Dozen Reasons Why Vouchers Won't Work." Suggested to submit proposal to NSBA.

17. Nominations Committee Report for Vice President. Nominated Spike Jorgensen. Will be presented at the Annual Meeting.
